Controversial SoHo rezoning plan passes NYC Council, paving way for 3,000 new apartments

The rezoning plan, which marks a feather in the cap for Mayor de Blasio as he prepares to leave office in two weeks, will open up the affluent neighborhood to more construction, with roughly 3,000 new apartment units expected to be built over the next two decades.
